DISTRICT V & VI TRACK AND FIELD MEET COACHES INSTRUCTIONS

RICHLAND, WA MAY 9, 2008

1. Lane assignments will be made from the TOP MARKS LIST compiled from the meets this year using athletic.net.  Scratches to the list will be made at the coaches seeding meeting. COACHES SEEDING MEETING WILL BE HELD AT MOSES LAKE HIGH SCHOOL MAY 5th, 6:00 PM. Remember that athletes seeded into an event must compete in that event or they will be scratched from the whole meet.

2. Top 20 individuals in each event within the CBL will be seeded into each event as per league SOP's. Each entrant must have competed in the event during the year to establish seeding time or distance. Entrants must have been on the school’s eligibility list for at least 50% of a regular season. One relay team per school.  Lane assignments will be made from the entry forms at the coaches meeting according to the following formulas: Best lanes will be 5 and 6 with the remainder 4-7,3-8; 2-9; 1-10.

3. Coaches must remind their athletes to remain in the stands except when competing. Coaches are not permitted on the field once the meet begins. The rules permit coaches to make their protest and direct their questions to the meet directors, Mike Edwards and John Crawford.

4. A Games Committee of not less than 3 nor more that 5 knowledgeable track persons shall be appointed by the district meet manager, to assist the manager as needed, and to arbitrate and resolve all disputes. TRACK COACHES PLEASE NOTE: A DECISION BY THE GAMES COMMITTEE IS FINAL, AND WILL NOT BE CHANGED BY SUBSEQUENT APPEAL TO THE YVIAA OR WIAA UNLESS IT CAN BE SHOWN THAT SUCH A DECISION IS IN VIOLATION OF WIAA OR NATIONAL FEDERATION RULES.

5. Contestants will have one(1) minute to complete a trial(1 1/2 minutes for the pole vault) once their name has been called by a judge. As per rule 7-2-7, competitors have 10 minutes from the time they are excused, before they must have themselves available for their next trial.

6. Eight places will be awarded in the district meet; 10-8-6-5-4-3-2-1. Team trophies will be awarded at the conclusion of the meet. First place team awards will be presented in each meet, boys and girls. Medals will be awarded to all first place winners in each event. Ribbons will be awarded to 2nd through 6th places.

7. Teams and/or individuals must report prior to running events to the clerk at the start line. All field event participants must report to the official for that event prior to the first flight. Quarter-inch pyramid spikes must be worn on the track, if spikes are worn. Pyramid spikes may be purchased at the concession stand for 10¢ a spike.

8. Contestants must wear only school issued jersey and shorts(School issued body suits maybe worn in place of jersey and shorts). It is restricted to a single color minus any trim or lettering of a second color. No other apparel will be permitted. As per directive from the WIAA, shorts are NOT required over body suits if body suits are worn. If any member of a relay team wears a body suit, all members of that relay team wearing body suits shall wear body suits of the same single color if worned by more than one. The Games Committee will rule on any questionable items.

9. In the pole vault and high jump, the rotating flight system will be in effect. Starting height for boys pole vault is 10’6", girls pole vault is 7'6", boys high jump is 5’6", and the girls high jump is 4’6". Shots, javelins and discus will be weighed and measured at the coaches meeting prior to the meet(Which will be in the shed in the Northwest corner of the stadium). Coaches are asked to meet with meet managers at 3:30 for final instructions and scratches. Schools will need to furnish their own equipment. No school or privately-owned instruments may be brought on the field. An Accu-Track will be in use during the meet and only meet officials may view these results. A digital video system will be used as a backup to the Accu-Track and may be used by meet management for reviewing results.

10. Javelin, shot and discus throwing MUST BE CONFINED TO WARMING UP AND COMPETITION! Promiscuous throwing of these instruments is dangerous. Javelin throwers need to be aware of the procedures for the javelin area. All javelins must be weighed and measured. They will then be taken to the javelin area by the judges. Warmup times will be allowed before the event for all contestants. Warmup times will be allowed between flights for only the contestants in that flight. During competition, all javelins will be kept in a barrel near the judges. Only throwers in a flight may have their javelins. No extra tosses or short warmup throws may be alllowed along the side of the javelin area We must consider the safety of all.

11. School buses and vans will NOT park in the stadium. School vans and buses may park close to the stadium on a first-come basis. The pass gate is the gate on the south side of the stadium. A concession stand will be hosted by Richland Bomber Boosters.

12. Coaches should be aware of Rule 5, Section 9, Article 2 on page 33. In relay events, no more than 6 individuals may be listed as entries, any FOUR are eligible for each race starting with the District and ending with the State Finals. This counts as an event for those that run. Relay members will be listed at the coaches meeting on MONDAY. Schools should always list more than 4, because a last-minute injury to one relay member would mean your team could not compete unless listed.

13. Mike Edwards of Richland High School is in charge of meet personnel and will need the assistance of the schools. Participating schools are expected to furnish personnel to run the events. Hosting a district track meet requires the assistance of a large number of people, mostly adults. The association simply does not have the financial resourses to pay the large number of people required to handle the multitude of duties inherent in large track meets. If any of the schools have people who are willing to help with the events please contact Mike Edwards at 942-2516 soon. Thanks. League passes will NOT admit to District Track Meets! Participating school principals or AD’s may request adult supervisor and worker gate passes from Mike Edwards, for those staff members who have been assigned to duties at the district meet.

14. Ticket prices for all district track meets are $6.00 for adults, $4.00 for students(ASB tickets required for high school students, and $4.00 for senior citizens.

15. Press Box will be restricted to coaches and officials. Computers and results area are off-limits unless a protest is being submitted.
